I had the same problem and figured out the solution.
When WinZip displays that dialog, use the file name "ringlink_1_03.tar"
(without the quotes).
An alternate solution is to rename "ringlink_1_03_tar.Z" to
"ringlink_1_03.tar.Z" before opening the file with WinZip.  This may require
changing your Explorer settings to display all file extensions.
I'm using WinZip version 8.
