Hi Becky,
Please note that the original file name is
        ringlink_1_03.tar.Z
i.e. a dot was exchanged for an underscore when you downloaded it to
your hard disk, and for that reason WinZip doesn't understand that the
.Z file with compressed data contains a Unix Tape Archive (.tar) file.
(I don't know about WinRAR.)
Try to rename the file to the original filename and open the renamed
file with WinZip.
