Not really needed if they setup the server correctly your cgi-bin folder
should have the correct permissions any directory under that should have the
same but you can set it up so it can be different. If the data directory
doesn't work you need to contact your server and have them make the
permissions change on the drive.

you might have to change it is all up to the server for whatever is used.
Most likely you will not have to change them.
