trouble with rlconfig.pm (please help)

I have everything set except /www/htdocs/gunnar/cgi-bin/ringlink/data
is data a file or a directory? if a file what ext.
I found my full server path from my server as  " 
d:\html\users\yourdomaincom\html " 
I'm not sure of how to use. My cgi is previous to my htnl\
I tried both.
d:\html\users\yourdomaincom\html\cgi-bin\GBTUS_Ring\****
or
d:\html\users\yourdomaincom\cgi-bin\GBTUS_Ring\****
**** being data? .pl .pm  directory
I have tried all three and continue to get
Can't open /users/godblesstheusnet/cgi-bin/GBTUS_Ring/data
No such file or directory
