Mail List integration

I am only just starting to understand the concept of CGI, however I have in
the past integrated two different scripts to run in conjunction with the
other to get it to do what I wanted....(after I did this I found a script
that would have done what I wanted...LOL)
Anyway, my question is this....to which file would I have to pull from and
do you think it would be possible for me to be able to integrate a Mailing
List CGI script to some or one of the data files to assemble a mailing list
of members?
And a step beyond, if the above is possible, to bring that feature into ring
management instead of calling it from a separate cgi script....thoughts?
