This is one spot I had a little trouble with.  I understand it perfectly
ON/OFF.  But not sure how to work around it.  
When ringadd is turned OFF, I cannot use it to add rings.  I expected a
password system (maybe Gunnar plans one).
I can turn it ON easy enough by reloading the rlconfig file.  This is not a
big deal for me.  I FTP hundreds of files a day.  But it IS a pain and
while turned ON somebody could come across it and add a ring without my
knowing.
MY SOLUTION:
1) Rename the newring.pl to SomethingElse.pl
2) Link to it via a simple password system.
Why rename the file?  Because anyone that understands ringlink OR has used
it at other places would know what URL to use if I just take it off the
admin menu.  This is a slim likleyhood but the internet is a VERY public
place.
