I'm not entirely sure I understand the question. . .
Do you mean how to add rings with admin.pl?
I just click the "New ring" button.
I don't allow anyone to host rings on my system because I have pretty
limited space and bandwidth, so I've just never really bothered with
newring.pl
I guess it could mean the domain master would authorize new rings. . .you
could have them "apply" and tell you the info and then let them know when
ringadmin.pl is ready (i.e. when you've actually added the ring and
activated from admin.pl)
For example, I just set up ring "test" you can go "manage" it now:
