I just had this problem, solved it too.  Turned out my ISP had two seperate 
versions of Perl installed. Version 4 and Version 5.
When I did a 'whereis perl' it gave me the location of version 4.  Took me 
three days to figure out that was even the problem, and I stumbled on that 
by accident looking for the perl documentation for my web host.  Now it 
works like a charm (-:
