How about this .htaccess file in the /data directory:
<Files *.db>
order allow,deny
deny from all 
</Files>

Worked perfect.  I tested to be sure files were being served, that the
system could edit the *db files (THAT I was sure of) and that FTP and
sendmail worked.  THEN I tested for direct access and got the intended
'Forbidden' message.
