Gunnar,
There's a case where the "next" and "prev" links of a site not yet in the
ring don't give the "Site ID xxxx not active" message: when there are no
sites active in the ring yet at all.  Instead, I received a message saying
there are no sites in the ring.
Obviously it'll be a rare case that anyone ever sees this happen, since
the ringmaster will very likely have their own site active in the ring
before they let anyone else register a site, but figured I'd mention it.
