If you really got that message, even if there were one or more inactive
sites, something is wrong. But the message you should have received is:
        "There are no active sites in this ring."
And that's correct, isn't it? It implicitly tells you that the site from
where you clicked the "next" or "prev" link isn't active.
So I'd prefer to call it a feature, not a bug. :)
Please let us know if you really got that other message, after all.
