Site ID in Use Phenomena

We've had several more instances of the "Site ID in Use" phenomena, where when a member tries to submit their site, they get an incorrect error message.  Then they try again, with a different site ID.  One person did it 8 times...  Two other people did it 3 times each.

 

Each time the site is registered - and an email is sent.

 

We haven't been able to identify a commonality between all of them.

 

There weren't other folks registering at the same time - and no one was in RM moving sites/sending email.

 

Anyone else seeing this?  Any ideas of the cause?
