Of course you should!
I'd like to add the following to Jock's reply:
When a ring is (successfully) created, a subdirectory to the 'data'
directory is created named by the ring ID, and a few files are created
in the ring subdirectory. It seems like the program successfully created
the ring subdirectory, but for some reason it failed in creating the
files.
But I doubt that you will gain the relevant understanding by struggling
with a local installation. If you want to study how the program works,
you can play with the demo ring at my site or temporarily add a test
ring and play with it. But if you want to understand more about the
settings in rlconfig.pm etc., you'd better study the README.TXT file and
the FAQ carefully, and simply go for it. If you then encounter new
problems, you are welcome to post here again.
/ Gunnar
