dumb newbie question

Ok, here's a stupid question.
I want to restrict creation of new rings on my ringlink installation. I see 
where to do that in rlconfig.pm. However, in order to create my first (and 
only) ring, do I need to reenable that, create the ring and then go back in and 
disable new ring creation?
I think I know the answer to my own question, but I just want to make sure....
