Yes, Kriss, an upgrade is basically the same thing as an installation.
Assuming that you haven't made any modifications (besides the settings
in rlconfig.pm), you should follow the INSTALL steps in README.TXT.
Note:
- It's of course a good idea to check the settings in the old
  rlconfig.pm file when you modify the new rlconfig.pm.
- After having made the necessary settings in rlconfig.pm, all the
  old *.pl and *.pm files should be removed.
- The data directory shall be kept as is.
