I required my ring members to actually be able to read English, if for no other reason than I couldn't translate my signup instructions into multiple languages (the translatable content was for convenience of the end-users of the ring, not the members themselves; the members who had pages in other languages [and with a topic like Tolkien, those are many] generally wanted translated content, so I asked them to contribute translated versions of the code). So I've never tackled the issue of actually sending an email in Russian. :) (I almost typed "a Russian email", but I've sent several emails to Russians. ;) )
