Yes, Alicia, the man who wielded absolute power over the lives of every
sailor and marine in the U.S. during the first six years of the Reagan
administration said that.  He was John Lehman, and he was the U.S.
Secretary of the Navy (http://www.history.navy.mil/faqs/faq37-1.htm)
from 1981-1987 ... which is almost synonymous with anonymous.
