Bartlett's translates "Sed quis custodiet ipsos custodes?" as "Who guards
the guards but the guards themselves".  In Bartlett's 16th edition on page
109, quote 3 by Juvenal (aka Decimus Junius Juvenalis] that quote is
attributed Juvenal's book Satires, I, p. 347.
